Phase I Screening Criteria provide qualitative analysis of all sites recommended to or identified by the Project Advisory Committee and the project consultant team.
Phase II Screening Criteria provide a deeper examination of the five sites that are selected for further study. The additional screening components include a cost-benefit analysis and quantitative analysis of traffic effects, environmental impacts, changes in property values, and many other concerns.
The project advisory committee received 26 site suggestions before the November 17, 2009 public informational meeting. Slides 29-59 of this presentation show those locations.
